HAARP
High-Frequency Active Aural Research Program which was created to "excite" the ionosphere and change the patterns of weather in that area. This can cause droughts, floods, hurricanes, and earthquakes. HAARP is considered to be a WMD and can devastate an entire agricultural area.
Cloud Seeding
Cloud Seeding is another government sponsored weather modification program that has seen more light since the global warming scare. Basically Cloud seeding is planting clouds in the sky to cool off and change a climate. Clouds are basically dropped out of airplanes and can be put wherever the pilot is ordered to drop. Cloud seeding can cause forced precipitation in a chosen area which can be good for farmland and mountains.
